Council is responsible for implementing State Government planning and building regulations and Council policies.

The planning and building permit systems are very different and operate under separate legislation.

A planning permit may be required for development projects, land uses, advertising signs and removing trees, depending on the requirements of the Benalla Planning Scheme. For more detail on the Planning Process and permit requirements contact the Planning Department on 5760 2637.

A building permit will also be required for most development proposals including extensions to dwellings, new dwellings, sheds and, in some cases, fences and retaining walls. Even if a planning permit is not necessary, it may be necessary to obtain a building permit.
