Annual Rate Notices are issued in late August and are required to be paid by four equal instalments.

Currently, only rates can be paid online.

Instalment Due Dates
1st Instalment - 30 September 2016 2nd Instalment - 30 November 2016 3rd Instalment - 28 February 2017 4th Instalment - 31 May 2017 Reminder notices are issued for the 2nd, 3rd and 4th instalments approximately 30 days prior to the due date.


 
Rate Discount - no longer offered
In adopting the 2016/17 Budget, the Council has not provided for the Early Payment Incentive discount of 2% which has applied for a number of prior year. With the introduction of the State Government Rate Capping, providing this discount is no longer financially viable.
 
Payment Methods
General Payments All payments due to the Council can be made at the Customer Service Centre located at 1 Bridge Street East, Benalla, or can be posted to PO Box 227, Benalla VIC 3671. Rates and Charges Payments In Person Present your rate notice intact at the Customer Service Centre, 1 Bridge Street East, Benalla - cheque, cash & EFTpos available. By Mail Detach the payment slip from your notice and return with cheque payable to Benalla Rural City Council, PO Box 227 Benalla VIC 3671. Please ensure you allow sufficient time for Australia Posts revised mail delivery times if you are paying via the post. Australia Post Present your rate notice intact at any Australia Post Office or Agency - cheque, cash and EFTpos available. BPAY Contact your financial institution to make payment from your nominated bank account. Biller Code and reference numbers are detailed on your rate notice. BPay View Register via your online banking service provider to use Bpay View - to receive, pay and store your rate notice in your online banking system. Rate notices are received electronically, reducing your paper based records and reducing costs to Council in producing and delivering printed notices via the mail system. Telephone Call PostBillpay - 13 18 16 to access a 24 hour automated service. Internet Log onto postbillpay.com.au - to pay over the internet using your credit card. Bank Deposit - EFT Business operators wishing to pay rates and charges via their business financial/banking system, can contact the Finance Department at Council to obtain the relevant account number and details for Council's Bank. All payments made must clearly detail your Name, Assessment Number for each account being paid and be supported by a Payment Advice sent to Council at the time of payment.
 
Late Payments - Penalty Interest
Interest is levied on rate instalments unpaid at the payment due date. The current interest rate is 9.5% p.a and is calculated on a daily basis until the due amount is paid in full. An allowance of 5 days is provided to ensure that all payments made via the external payment facilities have been received and processed.
 
Unable to Pay by Due Date
Council encourages ratepayers to comply with the due dates for payment, however if difficulties are encountered, contact the the Council on 0357 602600 to arrange an acceptable weekly/fortnightly or monthly payment plan.

It will be recommended that a Direct Debit plan be put in place to enable your rates and charges to paid within the current financial year. This facility can then continue for future years to assist with your ongoing rating commitments.
 
Direct Debit Facility
For your convenience a direct debit facility can be set up to allow the payment of your four (4) instalments or to cater for your regular progressive part payments - ie weekly, fortnightly or monthly, to suit your needs. Every assistance is provided to ensure that the payment of rates is made as convenient as possible and fits with your financial capacity to pay.
 
Pension Concessions
For the 2016/17 year, a State Government concession of up to a maximum of $218.30 (last year $213.00) is available to eligible pensioners on their sole or principal place of residence. To access this concession, the applicant must hold either: - a current Pensioner Concession Card issued by Centrelink or the Department of Veteran Affairs (DVA) - a current Gold Card issued by the DVA (specifying TPI or War Widows) Pensioners who have previously applied for and granted the concession will have the concession automatically included on their rate notice each year. For new Pensioners, an application form needs to be completed and eligible concession cards verified at the Council office. Pensioner whose eligibility ceases must immediately advise Council. Eligible pensioners are also entitled to a $50.00 concession on the new Fire Services Property Levy which from the 1 July 2013 is included on Council rate notices for collection on behalf of the State Government. One application form covers both the Council and the Fire Services Property Levy requirements.
 
Fire Services Property Levy
This year for the fouth year local councils have been required by the State Government to collect the Fire Services Protection Levy through the rates notices. This money does not form part of the Council’s revenue and is passed on directly to the State Government.www.firelevy.vic.gov.au
