Annual Rate Notices are issued in late August and are required to be paid by four equal instalments.
Please note that the previous payment option of full payment by 15 February is no longer offered.
Currently, only rates can be paid online.

Reminder notices are issued for the 2nd, 3rd and 4th instalments approximately 30 days prior to the due date. | |
| Rate Discount | | Property owners who pre-pay their instalments in full by the 30 September 2012 are eligible for a 2% discount on their current rates and charges amount.
The discount amount and net total due are clearly detailed on your rate notice. | |
| Payment Methods | | General Payments
All payments due to the Council can be made at the Civic Centre located in Fawckner Drive Benalla, or can be posted to PO Box 227, Benalla VIC 3671.
Rates and Charges Payments
In Person Present your rate notice intact at the Civic Centre, 2 Fawckner Drive, Benalla - cheque, cash & EFTpos available.
By Mail Detach the payment slip from your notice and return with cheque payable to Benalla Rural City Council, PO Box 227 Benalla VIC 3671.
Australia Post Present your rate notice intact at any Australia Post Office or Agency - cheque, cash and EFTpos available.
BPAY Contact your financial institution to make payment from your nominated bank account. Biller Code and reference numbers are detailed on your rate notice.
Telephone Call PostBillpay - 13 18 16 to access a 24 hour automated service.
Internet Log onto postbillpay.com.au - to pay over the internet using your credit card.

| Late Payments - Penalty Interest | | Interest is levied on rate instalments unpaid at the payment due date. The current interest rate is 10.5% p.a and is calculated on a daily basis until the due amount is paid in full. | |
| Unable to Pay by Due Date | | Council encourages ratepayers to comply with the due dates for payment, however if difficulties are encountered, contact the the Council on 0357 602600 to arrange an acceptable weekly/fortnightly or monthly payment plan.
It will be recommended that a Direct Debit plan be put in place to enable your rates and charges to paid within the current financial year. This facility can then continue for future years to assist with your ongoing rating commitments. | |
| Direct Debit Facility | | For your convenience a direct debit facility can be set up to allow the payment of your four (4) instalments or to cater for your regular progressive part payments - ie weekly, fortnightly or monthly, to suit your needs.
Every assistance is provided to ensure that the payment of rates is made as convenient as possible and fits with your financial capacity to pay. | |
| Pension Concessions | | For the 2012/13 year, a State Government concession of up to a maximum of $198.00 (last year $193.40) is available to eligible pensioners on their principal place of residence.
To access this rebate, the applicant must hold either: - a current Pensioner Concession Card issued by Centrelink or the Department of Veteran Affairs (DVA) - a current Gold Card issued by the DVA (specifying TPI or War Widows)
Pensioners who have previously applied for and granted the concession will have the rebate automatically included on their rate notice each year. For new Pensioners, an application form needs to be completed and eligible concession cards verified at the Council office. Pensioner whose eligibility ceases must immediately advise Council.
The Council funded concession of $50 which was introduced in the 2011/12 year to eligible pensioners to offset the increase in the Municipal Charge, has not been provided in 2012/13 as the Municipal Charge has been reduced from $291 to $200. | |
