Benalla Rural City Council adopted the Council Plan 2013-2017 (2014 Review) last week, after considering the significant progress that has been made in the first full financial year of the plan.

“Councils are required to review their Council Plans every year, reporting on the progress they have made towards the priorities identified by the Council and community in the development of the Council Plan,” said Benalla Rural City Council Mayor Cr Barbara Alexander.

The review follows a period of public consultation since April, and also incorporates a review of the Strategic Resource Plan, which sets out how the Council will achieve the objectives of the Council Plan.

“There are many highlights to report from the past twelve months,” Cr Alexander said. “There has been significant progress in delivering the $4.6 million Civic Precinct Revitalisation Project, we have had two very successful Benalla Art Gallery exhibitions, and we have completed the installation of a commercial kitchen and other improvements to our magnificent Benalla Town Hall.”
 
Other highlights include:
 A successful application to the State Government’s Resilient Community Program to develop more resilient and robust communities that are better equipped to respond to emergencies.
 In partnership with the Benalla Rotary Club, the repainting of street furniture and repairs to pergolas throughout the central business district.
 Partnering with the Swanpool and Tatong communities to upgrade key local facilities following receipt of significant State Government funding.
 Eradication of the noxious Cabomba weed from the main body of Lake Benalla.
 $150,000 of State Government funding secured for the Business Growth (Enterprise Park) Project study to facilitate the long-term development of the Enterprise Park industrial estate.
 A Council resolution to construct a shared pathway from the Benalla central business district to the Winton Wetlands.
 Implementation of many of the actions contained in the Environment Strategy and Climate Adaptation Action Plan.
 A trial of 360 litre recycling bins and the introduction of free television and computer recycling at the Benalla Landfill and Resource Recovery Centre.
 Adoption of the Information Communication and Technology Strategy 2013-2017.
 

Amendments to the plan include three new actions that commit the Council to:
 establishing a Youth Advisory Committee
 developing plans and strategies that encourage people to walk and cycle to work and for social and recreational purposes
 preparing a Benalla Art Gallery Master Plan.
 

The Strategic Resource Plan, which details the resources required to implement the Council Plan, has also been amended to align financial information with the Proposed 2014/15 Budget and to comply with statutory requirements.

The plan’s Debt Management Strategy sees debt levels decrease by more than $1.5 million over the next three financial years, giving the next Council to be elected in 2016 the flexibility to take out new loans to fund special projects or other opportunities in the future as required.
