Benalla Rural City Council Chief Executive Officer, Tony McIlroy has set a target reduction of $500,000 in staffing costs for the 2016/17 financial year.

The Council has already made significant operational savings over the past two financial years amounting to $550,000 ahead of the anticipated rate capping, to be introduced by the State Government from 1 July 2016. The Council has committed to meeting the new rate cap of 2.5%, and this will be assigned in expenditure as follows:
 
 1.5% increase in operating budget
 1.0% increase in capital expenditure
 

In order to fund the savings needed to meet this target, all Managers have undertaken a comprehensive review of their areas of responsibility, eliminating or reducing discretionary expenditure where possible and an organisational review proposes a reduction in staff numbers to complete the process of examination.

“We have thoroughly investigated every way we can make savings to cut spending without cutting services to the community through a comprehensive review of all programs budgets.” said CEO Tony McIlroy.

“We need to get our fiscal house in order now that we are aware of cutbacks at the Federal and State Government levels. This is so our position does not deteriorate and will ensure that the organisation is as efficient as it can be to meet the current economic circumstances and be sustainable into the future,” Mr McIlroy said.

“We are already a very lean organisation, ranked at 9 out of 13 similar councils in the State for the number of staff we employ despite being ranked number 2 for population size, but we cannot avoid the fact that staffing costs represent 42.1% of our operating expenditure.

“The staff savings are proposed by reducing team sizes and consolidating some functions. These changes have been spread across the organisation to reduce the burden on service delivery.

“Making staff cuts is never easy but we cannot rule out the need to make the organisation more efficient. There are potential opportunities for redeployment to vacant positions due to recent retirements and resignations and we will be offering support to the affected employees.”

The proposed staff changes are anticipated to be finalised by the end of April 2016.

The Council’s draft budget for 2016/17 will be released for public comment on 27 April 2016.
