The Proposed Budget 2016/17 and the Council Plan 2013-17 (2016 Review) can be downloaded from the link below, or viewed at the Customer Service Centre, 1 Bridge Street East, Benalla.

Submissions are due by 1 June 2015 and will be heard by the Council on Wednesday 8 June. Written submissions can be lodged by post to PO Box 227, Benalla, 3671, by email to council@benalla.vic.gov.au, or in person at the Customer Service Centre    

Benalla Rural City Council says it will “do the same with less” following the release of its Proposed Budget for 2016-17 which accords with the State Government’s rate cap of 2.5%.

The Council will maintain current services to the community funded by the $31 million budget, which includes a Capital Projects Program of $6.4 million.

Savings to cut operational spending by $550,000 have been achieved in the past two financial years through a comprehensive review of all programs budget. Although not included in the proposed budget, further savings of up to $500,000 will be required in 2016/17 through the implementation of a recently announced organisational efficiency review that will see a reduction in staff.

The budget has been influenced by continuing funding pressures on the Council beyond the 2.5% rate cap, including the Federal Government not reinstating the indexation of Financial Assistance Grants and the State Government not reinstating the Country Roads and Bridges Program or the Local Government Infrastructure Program.

Costs associated with the operation of the Benalla Landfill and Resource Recovery Centre also continue to increase.

“We have adopted the approach of doing the same with less to ensure that the organisation is sustainable into the future,” said Mayor Cr Justin King.

“I am pleased we have been able to manage these budget pressures so that there will be no cuts to service delivery, and progress can continue to be made on our major capital projects,” he said.

Work will continue on preparing the following capital priority projects to “shovel ready” status for the incoming Council to be elected in October 2016 to consider:
 
 Benalla Aquatic Centre redevelopment
 Benalla Business Growth (Enterprise Park) Project
 Benalla Visitor Information Centre Redevelopment
 Benalla Art Gallery Redevelopment
 

 The Benalla Landfill and Resource Recovery Centre has also been added to the list of key capital projects.

 “This is a Proposed Budget and submissions are invited from all sections of the community,” Cr King said.
