Council's Health Services aims to minimise the incidence or spread of infectious diseases through the administration and enforcement of the Health Act. Council registers and regularly inspects hairdressers, beauticians, tattooists and premises performing any skin penetration procedure. Motels, boarding houses and accommodation facilities are also registered and inspected.
In addition, water samples are taken from public pools and spas quarterly for microbiological and chemical analysis.

| Setting up a new business for the hair, beauty & skin penetration industries
| | Everybody who provides hairdressing, beauty treatments, or skin penetration procedures (such as tattooing, body piercing, dry needling, ear piercing) has a legal obligation to be registered under the Health Act with the relevant local Council. In addition to receiving the necessary Building and Planning Permits, you will need to submit 2 copies of scale plans to the Health Services Unit for approval prior to commencement of works.
Standards of Practice for the various industries have been developed to help these businesses to adhere to the day-to-day operations of the business, so that operators, their clients and the community are fully protected. Top

| Buying an existing hair, beauty and skin penetration business | | If you are buying an existing business that provides hairdressing, beauty treatments, or skin penetration procedures (such as tattooing, body piercing, dry needling, ear piercing), it is advisable (but not compulsory) to organise an inspection of the premises under the Health Act prior to negotiating the purchase.
Such a request must be in writing, and include the following:- Details of the address of the premises to be inspected
- Details of the name & address where the report is to be sent
- Notification of any proposed refurbishment
- Fee of $125, for the report to be received within 2 working days, or $80, for the report to be received within 10 working days.
- Consent from current proprietor to release information to you.
When the transfer is finalised, both parties must complete an "Application form for Transfer of Registration", and pay the appropriate fee.

| Public pools and spas | | Council takes water samples from public pools and spas for microbiological and chemical analysis to ensure compliance with Health (Infectious Diseases) Regulations. If you have concerns about the water quality at a public pool or spa, contact Council's Customer Relations Team for investigation.
