| Companion Card Program The Companion Card Program is a Victorian Government initiative designed to assist people with a permanent severe disability, who require the assistance of a companion, to participate in community leisure and recreational opportunities. Eligible Victorians who require a companion to assist them to attend venues and functions are issued with a Companion Card free of charge, which entitles their companion to free admission to most venues and functions when assisting the cardholder. Benalla Rural City Council affiliated with the Companion Card Program in 2005. As an affiliate of the Companion Card Program, Council is obligated to ensure all of its owned, managed or funded venues, events and activities adhere to the Companion Card Affiliate Terms and Conditions (refer to the download available at the bottom of this screen). These facilities, events and activities appear on the Companion Card database at Companion Card web site. The Companion Card Program also assists the business and community sectors to meet their legal obligations under the Equal Opportunity Act 1995 (Vic) and Disability Discrimination Act 1992 (Cwth), which make it unlawful to discriminate against a person who requires the assistance of a companion.
