Benalla Rural City Council has formally adopted the Benalla Rural City Council Plan 2025–2029, a strategic document developed through one of the most extensive community engagement processes in the local government area’s history.
The Plan, officially adopted at the Council Meeting held on Wednesday 29 October 2025, replaces the outgoing Council Plan 2021–2025. This update is part of Council’s regular four-year planning cycle, which coincides with the Council election process, ensuring the community’s evolving needs and aspirations remain central to Council’s direction.
The new Council Plan is the result of widespread community input, with Council committed to ensuring the final document reflected the authentic needs and aspirations of residents. The engagement process saw more than 300 community members participate in various activities. This included over 70 one-on-one consultations with stakeholders, 13 community workshops, and a dedicated community panel that provided deep insights into local challenges and priorities.
Mayor Cr Bernie Hearn praised the community’s involvement, stating it was fundamental to the plan’s success. “Community feedback was invaluable in helping us understand the priorities and aspirations of our residents. This was an opportunity for everyone to have their voice heard and contribute to the shaping of Benalla Rural City’s future,” said Cr Hearn.
“By collaborating with the community through these various consultation efforts, we ensured that the Council Plan reflected the authentic needs and aspirations of our residents.”
The plan outlines a comprehensive roadmap structured around five key themes: Community, Economy, Environment, Liveability, and Leadership. It integrates public health, wellbeing, and disability strategies to guide Council’s decision-making and service delivery over the next four years. Key focus areas include enhancing social connection, building economic resilience, promoting sustainability, and improving local infrastructure and services.
With the plan now adopted, Council’s focus shifts to implementation. Cr Hearn affirmed the Council’s commitment to delivering on the vision co-created with the community. “The plan is about building a stronger, more sustainable and liveable Benalla Rural City for everyone.”
