Benalla Rural City Council has formally adopted two major strategic documents that will guide the municipality’s transport safety and connectivity over the next five years: the Benalla Rural City Road Safety Strategy and Action Plan 2025–2030 and the Benalla Rural City Active Transport Plan 2025–2030.
Both documents were endorsed at the Council Meeting on Wednesday 24 June 2026 following public exhibition, community consultation, and detailed review.
The Road Safety Strategy and Action Plan 2025–2030provides a structured, evidence-based framework to reduce road trauma across the municipality. Developed by specialist consultancy Road Solutions and supported by funding from the Transport Accident Commission (TAC) Local Government Grant Program, the Strategy aligns with state and national road safety priorities.
Mayor Cr Bernie Hearn said the Strategy reflects the community’s strong commitment to safer roads.
“Road safety is a shared responsibility, and this Strategy gives us a clear, coordinated path forward. It’s grounded in evidence, shaped by community input, and focused on reducing harm on our roads,” Cr Hearn said.
“By adopting this Strategy, we’re better positioned to pursue external funding and deliver prioritised targeted improvements that make a real difference for residents, visitors and road users.”
The Active Transport Plan 2025-2030, also adopted at the Council Meeting, sets out a long‑term approach to improving walking and cycling connections across Benalla Rural City. Prepared by transport planning consultancy Eukai and supported by TAC funding, the Plan aims to create a safer, more accessible and more connected active transport network.
Three submissions were received during the public exhibition period, with refinements made to strengthen the Plan’s strategic alignment and implementation. A resident request regarding pedestrian safety on Coster Street has also been incorporated.
Mayor Cr Bernie Hearn said the Active Transport Plan 2025-2030 will help shape a healthier, more connected future for the community.
“We know that people want safer, more accessible options for walking and cycling. This Plan gives us the framework to deliver those improvements,” Cr Hearn said.
“Active transport is good for health, good for liveability and good for our environment. Adopting this Plan means we can continue building a network that supports everyday trips and encourages people to move around Benalla safely and confidently.”
Both documents align with the Council Plan 2025–2029, supporting priorities across community wellbeing, liveability, economic growth, environmental sustainability and good governance.
