About Us

Welcome to Benalla Rural City Council – working with our community to build a sustainable, thriving, and inclusive region.

Our mission is to serve the community of Benalla Rural City by delivering good governance and essential services that enhance the lives of residents. From providing family services to driving economic growth, we strive to support the wellbeing and prosperity of our community.

Organisational Structure

Council operates under the Local Government Act 2020, ensuring transparency, integrity, and accountability. The Chief Executive Officer oversees the organisation, supported by the Corporate Division and departments focused on delivering services that matter most to our community.

  • Corporate Division – The Corporate Division plays a central role in ensuring compliance with governance and statutory reporting, effective resource management, and service delivery. It comprises the following departments:
  • Community Development – Focused on supporting community confidence, resilience, and inclusion. This includes programs for rural areas, family support, maternal and child health, community grants, and youth advocacy.
  • Economic Development and Sustainability – Drives business growth and sustainability through initiatives in tourism, events, arts, and environmental stewardship, while managing key facilities like the Benalla Art Gallery and Performing Arts Centre.
  • Asset and Infrastructure Services – Responsible for asset management, capital projects, operations, waste management, and maintenance of parks and gardens, including the iconic Benalla Botanical Gardens.
  • Finance – Oversees budgeting, financial planning, procurement, and valuations to maintain the Council’s long-term sustainability.
  • Facilities and Information Technology – Manages Council assets like the Benalla Aquatic Centre, airport, leasing, and saleyards, alongside maintenance programs. The team also look after the Information Technology requirements of the council wholly in-house, including hardware, software, and Tech Support.
  • People and Performance – Manages customer relations, human resources, risk management, library services, and information management to ensure professional and timely service delivery.
  • Development – Manages building and planning regulations, compliance, public health, and emergency management services to ensure a safe and liveable community.

  • Community Development and Family Services – Programs fostering community resilience, family wellbeing, and youth development.
  • Economic Development – Business support, tourism efforts, and cultural development to enhance the community’s vibrancy.
  • Waste Management – Responsible for kerbside collections, landfill operations, and waste minimisation projects, ensuring EPA compliance.
  • Public Health – Promotes wellbeing through immunisations, health education, and regulatory oversight of food safety and accommodation standards.
  • Emergency Management – Plans and responds to natural disasters, ensuring the safety and preparedness of residents.
  • Facilities and Maintenance – Looks after community assets, including open spaces, recreational reserves, and other key infrastructure.
