The Benalla Active Transport Plan 2025–2030 provides a clear vision for the future of walking, wheeling and cycling in Benalla. Aligned with Safe System principles and current Victorian Government policy, the Plan establishes a connected, practical and achievable active transport network that supports safe and accessible everyday travel for people of all ages and abilities.
Building on existing community assets, including the popular Benalla Lake walking and cycling loop, the Plan identifies opportunities to improve safety, accessibility and connectivity throughout the municipality. Key priorities include enhancing crossings and intersections, reducing vehicle speeds in areas of high pedestrian and cyclist activity, and creating continuous, easy-to-navigate routes linking important destinations such as schools, the town centre, public transport and community facilities.
Importantly, the Plan moves beyond individual path upgrades to deliver a network-led approach to active transport. Supported by a prioritised pipeline of projects and preliminary design concepts, it provides a strategic framework for staged implementation and positions Benalla to leverage future funding opportunities while creating a safer, healthier and more connected community.
