We understand navigating a new system can be challenging. If you need assistance with the Customer Portal, email council@benalla.vic.gov.au or call 03 5760 2665 to request a meeting with a member from the Planning team to help you lodge your application.
You can use the online portal to:
- Submit a new planning permit application
- Submit an amended planning permit application including secondary consent
- Submit a request to vary or amend a Section 173 Agreement
- Submit a request to extend the time for a planning permit
- Submit a planning scheme amendment
- Submit a Development Plan application
- Check on the progress of your application
- Make online payments
- Submit a general planning enquiry
- Lodge documents
As a customer, you can create your own login for access to the customer portal. This allows you to submit your applications and enquiries directly into the portal.

We cannot register your application until all required documents have been received. If there are any missing files or information, we’ll be in touch to let you know.

Payments can be made by phone, mail or in person. Invoices are available on request.
Application fees must be paid at lodgement. Your application cannot be registered until payment has been made.
Your application can be lodged by email, mail or in person.
If you are eligible, you can lodge your application via VicSmart.

- assess your application
- ask for any additional information
- undertake public notification, if required
- refer your application to authorities or other Council departments
- review the application and any objections
- assess it against the planning scheme
- make a recommendation, which may or may not have to go to Council
Benalla Planning Scheme
The Benalla Planning Scheme is a legal document which sets out policies and controls for the use, development and protection of land within Benalla Rural City. It contains state and local planning policies, zones and overlays and other provisions that affect how land can be used and developed.
Planning schemes are used to assess planning permit applications. Each Council area in Victoria has its own planning scheme.

Strategic Planning and Heritage
Strategic Planning
Strategic Planning involves setting the long-term vision for future use, development, protection and conservation of land. The Council is responsible for developing strategies, plans and policies to reinforce this vision. These strategies and policies can affect the entire Rural City or be specific to key sites or areas. They aim to ensure our community has a consistent and planned approach towards things such as heritage, housing, commercial and retail developments, amenity and neighbourhood character.
Strategic Planning also involves maintaining and updating the Benalla Planning Scheme.
Heritage
Benalla Rural City is subject to heritage overlays. You can find these marked with ‘HO’ and a number (for example, HO26) on the Planning Scheme Map.
These areas are protected to conserve the heritage of places with natural or cultural significance.
A permit is required for properties within a heritage overlay to perform works including subdivisions, install a rainwater tank that may be visible from the road, install a pergola or verandah, build a swimming pool or many other activities.
