There are a range of documents available for inspection pursuant to either the Local Government Act 1989, Local Government Act 2020 or their associated regulations.

The Council prepares and produces a diverse range of documents and publications:

These include 

• publicly available guides, reports, agendas, minutes, policies, products and other tools;

• internal documents relating to our regulatory functions including review and complaint files, memos, briefs, legal advice, case notes, training and events records, correspondence, meeting minutes and agendas, protective data security plans and attestations, and investigation, examination and audit reports and records;

• internal operational documents including recruitment and employee records, correspondence, meeting minutes and agendas, memos, briefs, legal advice, correspondence, project plans and briefs, and corporate governance records;

Overseas or Interstate Travel

Details of overseas or interstate travel undertaken in an official capacity by any Councillor or Council staff in the previous 12 months. View the Register here Interstate and Overseas Travel Register 2019-20. 

Personal Interest Returns

Councillors lodge a Personal Interest Return document biannually.  Summaries of Councillor Personal Interests Return are available for inspection. 

Personal Interest returns are a requirement under the Local Government Act 2020. 

Register of Delegations

Under Section 11 (8) of the Local Government Act 2020, Council must maintain a public register of delegations. View the Register of Delegations here(PDF, 131KB) . 

Register of Leases

Register of leases entered into by Councilcontaining details of all leases involving land which were entered into by the Council as lessor, including the lessee and the terms and the value of the lease.

Register of Authorised Officers is available for public inspection.

Community Satisfaction Survey 2022 

The Victorian Community Satisfaction Survey (CSS) creates a vital interface between the council and their community.

Held annually, the CSS asks the opinions of local people about the place they live, work and play and provides confidence for councils in their efforts and abilities.

This survey provides insight into the community’s views on:

• councils’ overall performance, with benchmarking against State wide and council group results

• value for money in services and infrastructure

• community consultation and engagement

• decisions made in the interest of the community

• customer service, local infrastructure, facilities, services and

• overall council direction.

The public are able to attend the Benalla Rural City Council Customer Service Centre,1 Bridge Street, Benalla East to read publicly available documents.

People may also attend the Sir Edward ‘Weary’ Dunlop Learning Centre (Benalla Library) where documents are kept on display.
