Celebrating new wheels for young drivers in Benalla Rural City

Benalla Rural City’s TAC L2P Program is now running on fresh wheels, with the successful launch of two new vehicles at Benalla Toyota on Thursday 31 July 2025.

The event, attended by 30 people, marked the formal handover of a brand-new Toyota Yaris and Toyota Corolla, ensuring the program can continue supporting young drivers across Benalla Rural City for years to come.

The new Toyota Yaris replaces the program’s original Corolla, which clocked up more than 280,000 kilometres helping young people achieve the driving experience required to gain their probationary licence. The second vehicle, a new Corolla, replaces another long-serving Corolla in the fleet.

Mayor Cr Bernie Hearn said the event was a celebration of community partnerships and ongoing support for young people.

“This program helps young people who might find it hard to get driving practice. It gives them a chance to get their licence, become more independent and open up new opportunities,” Cr Hearn said.

“In the past financial year alone, 31 young people got their probationary licence through Benalla Rural City’s L2P Program, and it’s all thanks to our amazing volunteer mentors and the organisations that support the program.”

The Department of Transport and Planning (DTP), in partnership with the Transport Accident Commission (TAC) Vehicle Replacement Initiative, supported the addition of the new Toyota Yaris to the program. Benalla Toyota has generously provided a new Corolla, continuing their long-standing commitment to the initiative since 1 July 2014.

The TAC L2P Program is funded by the Transport Accident Commission (TAC) and the Department of Transport and Planning (DTP) and coordinated by Benalla Rural City Council.

Ongoing sponsorship from the Benalla Auto Club and Winton Motor Raceway has also played a key role in sustaining the program and obtaining the new vehicles.

Young people aged 16 to 21 who face significant barriers to completing their logbook hours are encouraged to apply through their VicRoads account. Volunteer mentors are also warmly welcomed. More information, including application instructions, is available on Council’s website.
