Benalla Rural City ratepayers will soon receive their rates notice for the 2025/26 financial year and can expect to see several changes and updates to the notice.
The important update includes the collection of the State Government’s Emergency Services and Volunteers Fund (ESVF) charge.
“The State Government has legislated that councils collect the Emergency Services and Volunteers Fund (ESVF),” Cr Hearn said.
Mayor Cr Hearn said Council had expressed deep concern over the disproportionate impact on rural ratepayers and businesses with the introduction of the ESVF.
This charge appears as a separate line on rates notice and is not retained by Council. Even if a ratepayer specifies otherwise, any partial payment will be automatically split between Council rates and the ESVF.
“It’s important for residents to understand that this charge is set by the Victorian Government, not Council,” Cr Hearn explained. “We are simply the collection point.”
