Vince Branigan sworn in as Benalla Rural City Councillor

Vince Branigan was officially sworn in as a Councillor of Benalla Rural City at the Council Meeting held on Wednesday 17 December 2025.

Cr Branigan fills the position made vacant following the resignation of Cr Nathan Tolliday in late October 2025. The vacancy was filled through a Victorian Electoral Commission (VEC) countback held on Wednesday 3 December 2025, with Cr Branigan declared the successful candidate based on votes from the October 2024 general election.

Mayor of Benalla Rural City Council, Cr Bernie Hearn, welcomed Cr Branigan to the Council, acknowledging his long-standing connection to the community.

“Cr Branigan brings a deep understanding of our community, along with a strong commitment to service, education and local involvement,” Cr Hearn said.

“His experience and passion for Benalla will be a valuable addition to the Council.”

Raised on his family’s farm at Swanpool, Cr Branigan attended the local primary school before completing his secondary education at FCJ College, where he developed a strong commitment to participation, learning and community involvement.

Cr Branigan has been a secondary school teacher since 1979, teaching English, History and Drama. His career has included roles at Swan Hill Technical School, Echuca Technical School, Benalla College, FCJ College, Euroa Secondary College and Greater Shepparton Secondary College. He is currently teaching VCE English at Wangaratta High School.

Cr Branigan has also made a significant contribution to community life in Benalla, including leadership roles with the Benalla Lawn Tennis and Croquet Club, Benalla All Blacks Football and Netball Club, and the local St Vincent de Paul branch.

He has been involved with the Benalla Festival organising committee since 2012 and has served as a Tomorrow Today Connect 9 mentor for the past ten years.
