All dogs and cats three months of age or older must be registered. The owner of a dog or cat who fails to register his/her animal may be liable to an on-the-spot fine for each unregistered animal. A child’s dog or cat must be registered in the parent’s or guardian’s name.

Please note that your animal is not considered registered until full payment and all required supporting documentation have been received and verified. Submission of the application alone does not constitute registration.

Note: Under the Council’s Community Local Law, it is an offence to keep more than two dogs and/or two cats on any one property in a residential or commercial area, without a permit. For permit application forms and Animal Management enquiries, please contact 03 5760 2600 between 8.30am – 5pm Monday to Friday.

Reduced Fees

Reduced fees apply only to those animals which fit under one of the following categories:

Sterilised dog or cat
Dog or cat more than 10 years old
Dog registered with the Victorian Canine Authority, or cat registered with the Feline Control Council
Undergone obedience training with an approved organisation
Dog kept for working stock
Dog or cat kept for breeding at a domestic animal business conducted on registered premises

Documents

For entitlements to reduced registration fees, the owner of the animal must produce proof of sterilisation, microchip implant, membership of approved association, obedience papers, breeding license, statutory declaration or tax return for proof of working dog status.

Animal Shelter

The Benalla pound facility is operated by RSPCA Victoria. They can be contacted by calling 03 9224 2222.

Microchipping

Note: From 1 May 2007, all new applications to register a dog/cat will not be accepted unless the dog/cat has been implanted with a microchip (proof must be provided). This includes dogs/cats moving into the municipality from another Council.

Replacement Tags

Replacement registration tags can be purchased for $5 at the Customer Service Centre at 1 Bridge Street East, Benalla.
