Busking in Benalla

Benalla Rural City Council offers year-round busking permits to help create a vibrant and engaging atmosphere in the Benalla CBD area. 

While the fee for an annual General Permit (Busking) is $64 for a first application and $21 to renew for 12 months, there are special occasions, such as December, when busking is FREE in Benalla Rural City. Please note that during 'Free Busking' periods, all buskers still need to register for a free permit and must at all times comply with the conditions of the permit.

Busking performances must be contained within the marked space at each of the above locations. Each location must only have one busker (or group) perform at a time, for a maximum of two (2) hours per session. If you wish to perform in a location not included above you will need to apply for a General Permitat a cost of $64 and follow the instructions for that permit type.

 

Types of busking performances supported by this program include performing with an instrument or multiple instruments, conventional, cultural or self-constructed, or performing a song, dance routine, mime act, clowning, juggling, puppetry, comedy, recital, magic or living statue act.


What is NOT supported by this program: 
  • Vendors of any kind offering goods for sale; (with the exemption of selling music or associated merchandise directly related to the performer)
  • Events or promotions not related to the art of busking.
  • Touting or spruiking.
  • Political rallying.
  • Conjuring themed promotions.
  • Massage, chiropractic treatment or any other physical manipulation.
  • Face or body painting or tattoo art.
  • Soliciting/appealing for money - not associated with busking.
  • Acts that include the use of weapons, dangerous items or flammable substances; and
  • Fundraising, events, or surveys, even if they involve an element of performance (please see Council for alternative permit procedures).
